It's been a while since I watched Book 1 and I haven't analysed it as far as I'd like, but there's probably an interesting thesis to explore around the contrast between Tarrlok/Noatak's death and Korra's decision not to. Ghazan then comes along and ruins that theory because that's just what fits for the story and looks cool. The writers gives abilities and powers to characters on the basis of what works dramatically.
